Fine survey of the great Revolution

This remarkable survey covers the civil wars, the Commonwealth and the Protectorate. Charles I had provoked the Revolution by trying to rule without parliament, and imposing arbitrary taxation and arbitrary imprisonment.
The revolution in Britain had an international significance. Although Britain was diplomatically isolated, the European powers faced internal and external threat. Across Europe, there were six revolutions in the 1640s, and conflicts within France, Spain and the United Provinces. Even after the end of the Thirty Years' War (1618-48), France continued to fight Spain. These conflicts stopped them from uniting in a holy war of counter-reformation and monarchism against England.
Revolutionary dictatorship gave birth to bourgeois democracy. The revolution achieved the legislative sovereignty of the king-in-parliament and parliament won control of taxation and spending.
Cromwell's campaign in Ireland prevented a joint Scots-Irish effort to put the young Charles Stuart on England's throne. Cromwell's government achieved Union with Scotland as it entered `one free State and Commonwealth with England'. The Restoration destroyed this union, until its rebirth in 1707.
Roots writes of Charles II that (unlike Cromwell), "There is little evidence that he had a concept of an independent English policy designed to further genuine national interests, much less the capacity to realise it."
Roots sums up, "in history there are no full restorations. The revolution had failed, but there were results which no failure, however drastic, could expunge. ... The Great Rebellion and its aftermath marked a turning point in English history."
The book's last words are: "All our history is one of change and these years, which, though in the event they failed to turn the world upside down, evidently put England askew, are among the most dynamic in that whole long revolution."

Deservedly a classic

Roots' book is a marvelously readable account of the uprising of the mid-1600s, with detailed and convincing discussions of political and intellectual trends, and memorable portraits of the major personalities. The book's interpretations have generally held up well over time, although Coward's The Stuart Age (2nd ed) is an excellent, more recent companion.
